The “Building Energy Awareness” ordinance  was passed unanimously by the Board of Alders of the City of Saint Louis in January 2017. Following that, in May 2020, the City passed an ordinance establishing a Building Energy Performance Standard.

These ordinances together require buildings in St. Louis over 50,000 square feet to benchmark their buildings’ energy usage annually, usually by April or May 1st, using the EPA’s Energy Star Portfolio Manager tool. In addition to this, when benchmarking reveals buildings are operating inefficiently, owners are required to improve performance. The target building performance is set every four years, with the first enforcement in 2025 or 2027 depending on building type.
